No engineering transfers in the spring?

I was just checking the UT website and the transfer page for engineering said this: "Entering engineering students must begin their studies in a summer or a fall semester. Engineering majors are not available to students applying for admission to a spring semester. (This restriction is pending final administrative approval.)"

Does anyone have anymore information on this? I was planning on transferring into chemical engineering but the earliest I'll be able to is spring of next year which is when I'll finish my calculus requirement (will probably already have around 40-50 credits as well). I could have sworn that you could apply for the spring semester before and maybe it was just a few specific majors.

I really don't want to delay my transfer for another semester, plus it doesn't really make any sense to me as why they would have that restriction. If someone could provide some input that would be great.

Do you currently attend UT? I have a friend who was a EE, then undeclared engineering, them chemistry, and she just transferred into CHE this semester (which is obviously spring). So I’m not sure what they mean.
