After one semester in college my GPA is 3.1.

I have no extracurriculars.

And a bad H.S. record - 2.4 GPA (however I was still in the top 50%; I went to a bad school)

I want to transfer to Rutgers for the fall, from my 4 year public NJ school.

Should I even apply? What are my chances?

Why do you want to transfer???

It really depends on which rutgers school you are applying to (SAS, NB business, Nursing)? Some colleges are tougher to get into compared to others.
Based on the information provided I think your chances are not very good. You have only completed one semester of college so Rutgers will take your high school record a lot into consideration. I am not saying that your chances are slim to none(A friend of mine just got accepted to their school of engineering with a 3.0+ but he had completed 60+ credits) but at this point I would spend at least another semester, improve my GPA, and transfer.

Good luck.

My brother is also applying for fall 2011 as a transfer.
