No fee waiver?

I’m an international student, and I have a common app fee waiver because of financial difficulty. I applied to Rice, and the portal said I still had to pay the fee. After emailing them I have come to understand that they don’t accept fee waivers from international students. If this is the case then this is all my fault and I’ve wasted $12 on score reports. However, my classmate who is also applying did get his waiver approved. Now the admissions office said that high scorers on ‘particular standardized tests’ are offered waivers. Anybody care to shed some light on this?

I have 2200 SAT, and said classmate has 34 ACT. Both of us have 800s on two subject tests.

My D received a fee waiver based on her subject tests. Did you report all your SAT/SAT2 scores to Rice? Ask Admissions for a fee waiver based on that.

I gave all my subject tests on one day, so I had to report them all. They’re 800 800 and 780, so I don’t think that should be a problem. Anyway, I did ask them, the officer refused. Oh well, thanks @Dolemite

Maybe the fact that my classmate submitted his application ages ago as opposed to me doing it on the deadline played a role?
