Anyone else having this problem? I have searched everywhere on FAFSA and there is no link to the IRS for data retrieval. I even started a new FAFSA and still no IRS link.

I think it is broken this year (yeah… seriously). Taken down for security reasons, actually.
It was working earlier on, but, yes, has been taken down due to security breaches.

Yep. A hack got in and they need to fix the hole.
Use the 2015 tax return to get the AGI number, tax paid, number of exemptions claimed, type of form used.
Get income from working for each parent from the 2015 W2.
Ask the college if they would accept a copy of the 2015 tax return until a tax transcript can be ordered.
