If you don't send in any rec letters, does the drastically decrease your chances of being accepted?

Most schools have requirements for teacher and counselor rec letters, so yes, if you don't send them in, your chances will drastically decreased. If they don't let you know that you're missing teacher recs, your chances would be decreased probably to point of being rejected.

At schools that require them your application will be considered incomplete and they will not consider incomplete applications.

Agreed. If they ask for recs, send them! Is there any reason for you to think the recs won't be good?

So what about schools that don't ask for them?

they don't ask because they don't evaluate them. The vast majority of colleges will admit based on minimum metrics. These schools rarely have low admit numbers.
