nope. (that is to say, I don't think there is an average). from what I've read, Regents is not really stats-based, as people with super high stats don't always get selected to be finalists, but people with decent stats sometimes do.

i thought i would have been in the running too, but, nope! and i had a 2240 SAT and 4.3 GPA. so go figure ;)

make sure you apply for alumni, though. i didn't because at the time UCLA wasn't where i thought i'd go so i ignored it... and now i greatly regret that! at least with alumni, you have more control over whether or not you get the scholarship!

i didn't get regents either. My stats were:
ACT: 33
UC GPA: 4.2 something
Rank: top 10? not sure

I have a lot of national level awards and i think i had around 200+ hours of community service. I have more stuff but this is just a quick overview. Oh well

Have they sent the letters to the recipients of the Regents yet? My son was invited to apply for regents but has not heard if he recvd it or not.

I spoke with the ucla alumni office today and they said that they have not yet issued any invitations for interviews yet but will probably do so by the end of the week. Also, I think that the Regent letter mentioned that they would be notified on March 21 along with official acceptance.
