Problem: senior with no SAT IIs or ACT to send with for regular decision applications for entrance in fall 2010.

Extenuating Circumstances: expected to take either 3 SAT IIs or ACT or both this fall but was unable to do so. My Congress-Bundestag Youth Exchange scholarship for study abroad in Germany (government scholarship, funded by Congress and the German Bundestag, administered by Department of State) got in the way. Basically, all of the testing centers are far away and the program's obligations at the time of the fall/winter testing dates kept me from being able to get to one of them and take the tests. This leaves me with no scores to send by application deadlines.

So, what's the best way to handle this? The next SAT II and ACT test dates are January 23th and February 6th, respectively. Both of those are possibilities, but extremely late ones at that. I have very good past test scores, recommendations, and other application materials, but this is going to be a problem. Colleges likely to accept the applications sans test scores or not?
