Non Custodial CSS Profile: Foreign Country vs America

Hi, so my bio father has been out of my life since I was 5 years old. He lives in Ecuador and I live in NYC with my mom who has full custody. He is 65+ years old and a senior citizen so gets an Ecuadorian version of social security which is 300 dollars a month. He has never paid child support and won’t pay either. I haven’t spoken to him in more than 2 years and prior he would only call on my birthday to wish me a happy birthday. Nonetheless, he is my non custodial parent and all my schools require it (I get a fee waiver for my first 8 and will request CSS waivers for my other 5) so I will complete it. But I’m finding in so many places, entire sections don’t apply to him. Like he didn’t do income taxes because in Ecuador they don’t really have that and do that. And it says put the date he has been giving you child support… well he never has.

I don’t know whether I should do his NC CSS (I’d call him and do it online for him because he doesn’t know English and he doesn’t own a computer) even though there’d be lots of gaps between how America and Ecuador function, or just ask my individual schools for permission to not put in the NC CSS profile.

Also, if I get a waiver for 8 schools on the CSS, how does payment and sending for the NC CSS work?\

Many thanks!

Have you asked any of your colleges for a non-custodial parent profile waiver?

Also…your mom would complete the Profile, and then your DAD would be sent info to complete the non-custodial parent form. How would YOU complete it?

Based on what Op wrote it is highly unlikely that s/he will get a non-custodial waiver

Really, a $3600 non-custodial parent income is NOT going to have a lot of impact on need based aid.

BUT I still want to know…how would the OP be completing this form on behalf of her dad.
