Non-ELC and admissions

Just sent in my UC apps to UCD, UCB, UCSD, UCLA, and UCSB. I received the notice afterwards that I am not within my schools 9% class rank. Is this going to screw my chances for UCLA, UCB, and UCSD? I also pointed out in my app that I was a member of a specialized academy in my school which greatly limited the amount AP’s I was able to take during 10th and 11th grade, will this make a difference to an admissions officer as well?

UCs are suppose to give ELC applicants additional consideration, but readers from Berkeley and UCLA have told me that ELC is not looked at for admission at those campuses. At this point, ELC really just guarantees you to Merced.

Any contextual information (such as specialized academy) you provide in the UC application will be considered.
