She does have an tax id, but I believe it’s expired

Did you list both parents? Assuming you did, you would list your mom’s income on the verification worksheet as 0. Include a signed letter from your mother stating that she did not earn income, and that she does not have an SSN. If the school needs something else, they will contact you … watch for emails (in your student portal, if you have access to it).
If it makes you feel better, contact your financial aid advisor to explain the situation & ask what they want you to do.
