Assuming that your best ACT is a 28… most don’t superscore:

Boston College (EA) - high reach
Georgia Tech (EA) - high reach
Northeastern (EA) reach
Wellesley (ED) - reach
American University - high match

UMichigan (EA) - high reach
UNC Chapel Hill - high reach
UCLA -high reach **** Please provide your UC GPA http://rogerhub.com/gpa-calculator-uc/
UC Berkeley - high reach

MCPHS (EA) (don’t know)

Assuming that your new ACT is a 32:

Boston College (EA) - reach
Georgia Tech (EA) - reach
Northeastern (EA) low reach
Wellesley (ED) - reach
American University - match
UMass Amherst (EA) - match
UConn - match
UMichigan (EA) - high reach
UNC Chapel Hill - high reach
UCLA -high reach
UC Berkeley - high reach

MCPHS (EA) (don’t know)

You didn’t mention your state, but if you are in-state for UMich or UNC your chances improve a lot. For example, at UMich the in-state admit rate is about 50% vs 20% for OOS. Your GPA is still low, but improving your ACT well beyond 32 will help with all schools on your list. If you had a bad freshman year but good sophomore and (especially) junior years, that will mitigate your GPA somewhat too. You have a lot of good EC’s.
