USF asks for ACT scores. If I just put down my highest composite score with all its subscores down, would that be alright, or would I have to put down all the times I've taken the ACT? I took it 3 times, but didn't do so well the first time, did decent the 2nd time, and did pretty good my final time. I feel as though it would be optimal to just submit my highest composite score/last time I took it.

If they ask for all scores, then you should send them all in. If they do not request all score, then you can just send in the one you do best. So it depends on the school requirement.
It seems they only consider your highest score anyway.

You are not required to provide USF with all scores. You need only list and send one official test. Note that regardless of whether you do list all scores in an app, it will use for admission only the official score from the ACT and if you actually sent multiple official scores it would use that test with the highest composite. In other words, even if you choose to provide all scores, lower ones won’t be held against you.
