I go to CWU, I will be a sophomore next year. I feel as if I am not being challenged at my current school, academically or socially. It seems as if the past year has been nothing more than going to class, being bored, and forcing myself to hang out with people I don't like. I finished my first year with a 3.7 gpa in fairly tough class that were writing heavy. I have not picked a major either, perhaps it is because my college education thus far has been only a listless handshake and introduction to something far greater. But I ponder; is it worth it to recklessly transfer schools?

I would like to go to WWU, UW, or another school along the west coast.

Sounds like a choice of major you like would focus you and make the experience more fulfilling. UW and WWU are very different from CWU in more ways than climate. Perhaps you would find more like minded people there. It’s too late for fall admission at either, Sept 1 deadline for UW and October for WWU for Winter quarter. UW is a much more competitive admission, and Western is tougher than Central but not really that tough. Contact their FA offices on availability of mid year FA, don’t know how dependant on that you are. People I know who transfer tend to need more than four years to graduate, but that is probably due to other circumstances, choose your classes wisely and don’t transfer to a semester school now that you started quarter.
