UCSB confirmed that they received my application in early December, but UCD never did. And for both schools, I have no account information to check my application status. Should I call them tomorrow and ask?

Here is what UCDAdmissions said on the UCD board:

I was informed and placed it in other threads that all UC Davis confirmation letters should be received by February 8, 2008. Sorry I missed this thread. If you have been checking your Trash, junk and/or spam folders and do not receive this message by February 8 please contact the office to confirm receipt of your application and verify that we have your correct email address.

You can also visit http://myadmissions.ucdavis.edu and set up your account using your Social Security Number (if applicable). If you can create your account then we have received your application. Once you complete the account creation process you can obtain your UC Davis Student ID (SID) number by checking the upper left hand side of the MyAdmissions page. Once you have your account created and SID then have everything the email included.

Thank you. I made my account and everything's working.

Does anyone know about UCSB? Or do they do the same thing as UCLA? as in, the site is not online until decisions are released

UCSB has a process for self-registration, similar to what UCD offers.

You start with your UC application ID and then need to generate a password, which they do online when you provide information such as DOB and city of birth (if I remember it right). In any case, you end up with the UCSB PermID and a password that you then use to check your status.

Ok, thanks for the help.
