I applied to transfer, but I have a problem with the notification dates. I probably won't have heard from all of the schools I'm applying to by my housing withdrawl deadline. So, my question is, if I ask the schools for an earlier decision will they just reject me because they needed to do it more quickly? I'll pay the housing withdrawl fee if I have to but I'd rather not.

They're not going to reject you because you ask for your decision earlier. I don't know where you're applying but some schools' websites give specific information about getting a decision earlier. They say to write at least two weeks in advance but that's if another school's reply deadline is before you'd receive your admission decision. I don't know that they'll tell you in advance just to meet a housing deadline.
