3.0 freshman year 3.2 sophmore year 4.0 junior year my SATs are 2300 and im in involved in clubs at my school i have a 2 siblings who went there my class rank is inbetween 25% to 30% do i have a chance?

Legacy and SAT will certainly help admissions officers to overlook your poor gpa earlier in high school. With just this information, I’d say you can get in if you don’t botch your essays and you find good teachers to write your recs. If you go to a competitive high school, then your rank in the lower quartile is reasonable and nothing to fret over. Take a look at their freshman profile to see where you stand among admitted students to give yourself a better idea of your chances.

But even with legacy (God knows that legacy is going to help at NDU more than at a safety you might have), it’s not guaranteed so I’d say match.

Are you going to apply ED. I would suggest doing this to maximize legacy impact (ND loves legacies). Close call though as lots in admissions are going to wonder how someone with a 2300 got such a poor GPA. Assume you apply ED though, I say match (66% or so).
