Well there is a list of NROTC programs, so begin there and start narrowing. Get your priorities in order, figure out what you want from a school, calculate what you can afford if the ROTC money doesn’t materialize, and then go to work. The major is a good opener, and then you need to fold in the other preferences: big/small, urban/rural, public/private, etc.
