NSF and NDSEG Fellowships

NSF recently posted the 2007 application online, and I've been working on it a bit. I also plan on applying to the NDSEG fellowship.
Here's my dilemma: I am going to put different research proposals and different intended graduate schools on each application.

NSF -> My proposal will combine the work I've done at two different REU's
into something original. The graduate school I listed as the best fit
for this research is a school fairly low on my true list but definitely the
best school to conduct this work.

NDSEG -> I intend to write about my research interests as being something I
have no experience with, but find rather interesting. I would only
go into this field if I went to Caltech. I chose to use this research
instead of the NSF proposal research because it has very obvious
military applications.

So I'd like to know if these two organizations speak to each other. If they do, will this hurt me?

Hmm, I kind of doubt that the two organizations speak to each other about their applicants, mainly because there are so many applicants.

But, I would think that you should only write proposals that describe research that you are actually actively considering. Also, you obviously will have to tailor each individual application for just one field within each school. And, I don't know about you, but I would find it pretty difficult to get my recommendations tailored properly if I were pursuing multiple different options all at once. Good luck, though.
