<p>I believe that you would use have for both, because lions and scientists are both plural</p>
<p>NO! "to have" conjugated is representing the "number"</p>
<p>Would you say..
The number have increased? NO! So you say " The number HAS increased." Same thing for the sentences... "The NUMBER of lions HAS increased"</p>
<p>For the second one, you use have yes. So, it's only have in the latter case not the former like the post above me said</p>
