NY Times article- School Vouchers might not be a great thing after all.

The researchers went on to say that because the vouchers only pay tuition for the “cheapest, lowest quality” schools (the vast majority of which are Catholic), they encourage a “two-tiered education system for the haves and have-nots.”

I somewhat agree with this, but isn’t the solution to increase the size of the voucher, not kill off the program entirely?
