I can’t seem to find the application anywhere. Did the application period already end for students starting college in Fall, 2018?
the application period is over for 2017-2018.
HESC has not determined how they will do scholarships for students entering fall 2018. It may just be part of the financial aid process through an enhanced TAP application.

I think it means the Fall 2018 hasn’t opened yet. That’s not surprising since FAFSA for 2018 hasn’t opened either. (October 1).
No, it means that the scholarship period for fall 2018 is not open yet.
The excelsior scholarship, just passed this past spring. They did an application process for students who were starting college **this fall 2017/b. The application period has ended for students wanting a scholarship in the 2017-2018 school year.
