My main problem with the liberal arts school I'm at now is the academic program. Among other things, I want to study marketing, P.R., television & dramatic writing, music production and acting (not necessarily concentrate in any of these but take classes in those fields). Should I consider transferring to NYU, and if so which school would best expose me to those subjects while still studying more traditional liberal-arts topics (government, etc.)? Thanks in advance for your feedback.

Gallatin seems perfect for you.

How much opportunity would I have at CAS to explore television, business etc. as compared to Gallatin?

As far as business - you can take almost all Stern (the business school) classes - you probably would be interested in their entertainment marketing department. Gallatin itself has "Art Workshops" that you can see on their site which has a mix of drama, film production, and music. You can also enroll in Tisch classes, mainly through the "Open Arts Curriculum" which you can find on Tisch's site (Google for it).
