<p>It has been my experience that SAT generally does not fix on nit-picking details like "on" vs "at". I've heard both of them used with "occasion"to mean the same thing</p>

Magnanimous is a postive word. It cannot be used to downplay someone.
He was not supercillious: It means he is kind and gentle, which agrees with the context in the sentence.</p>
