<p>From what I understand, the Iroquois Confederacy was only a loose alliance of five tribes (Mohawks, Seneca, Cayuga, Oneida, Onondaga) then later incorporated another tribe. Doesn't sound like bureaucracy. They definitely depended on agriculture, among other sources of food, however.</p>
