<p>No. ELC is a guarantee sometimes in a sense that getting ELC at some public schools is so difficult that if you are indeed ELC at a tough public school, you have no chance of being rejected. </p>
<p>No ELC at my school has ever been rejected from a UC in recent years. ELC at some schools is very easy to get though.</p>

<p>I'm not sure how much ELC is really worth when it comes to my school cuz it's pretty small and for my class only the top 9 kids qualified for ELC (I'm #5 according to the UC GPA).</p>
