<p>"would" represent and indicates consequnce. Which would mean that the narrator of the sentence is omniscient. I guess the only question that i have would be... What is implied by "contruction"</p>

<p>First of all, I dont even see the word "if" in the original sentence. The inclusion of "If" would create a conditional clause, requiring the sentence to contain an 'agent of change' and an object to be changed. As far as I can tell from the sentence, the only possible agent could be "construction," and the only possible 'object to be changed' could be the " thing to be attached." Extemely difficult sentence.</p>
