Both Cal and UCLA seem to be on terms on level of competitiveness right?

So if I major as Math/Econ at UCLA I would have a significantly much harder time keeping a higher GPA than as an Econ major at Cal as the Math/Econ major includes heavy math courses like upper division Linear Algebra and Analysis right?

I think there will be more competition in an easier curriculum. In general in difficult courses you have a curve that will be generous when half the class does poorly anyways as opposed to the easier class where you have to practically ace it to be in that top percentile for an A. I don’t necessarily think you’re correct either though in your assessment of the relative difficulties between econ at Cal and math/econ at ucla. Math aint too hard for those that major in it.

So you’re saying math/econ would be easier then?

no one can tell you which is easier. It is all dependent on your own abilities. For some people math/econ would be easier at UCLA and for others, Econ at berkeley would be easier.
