Is that 3.7 unweighted?
Is UTK affordable?
If the answer to those two questions is yes, you should apply, but test optional. You will have to write an additional essay if applying TO, so do a good job on that as well as the other essays.

Would agree dont submit test…my son is 3.7 UW and 27 ACT…is his top choice….
The GPA is weighted. UTK is affordable in comparison to other state schools.
