OK to withdraw from one school and send deposit to another?

Assume that a student sent the acceptance deposit to school A on April 15th. In the last week of April, he decides that school B is the right one. Can he withdraw from school A (say, by writing a letter) and send in a deposit to school B? If yes, suppose further that he is selected from the waiting list to go to school C in early June. Can he then withdraw from B and accept admission to C? Is this is all legal/ethical? Note that there is no double-dipping. The student is not sending the deposits simultaneously to more than one school.
I'd appreciate response from knowledgeable people. Thanks.

Perfectly fine

Yes, it's fine. As long as you don't double deposit to 2 schools, you're fine. You'll lose your deposit from the school that you decided not to attend, but that's a small price to pay for going to your preferred school. Happens all the time when students get off wait lists.
