OKAY, Here's a new one, from murder to sexual assault, GOD I love this city!

<p>Crime at Penn has now officially turned into some kind of routine, so don't be surprised if you got raped/killed soon.</p>

<p>To the Penn Community</p>

<p>The Philadelphia Police Special Victims' Unit, with the assistance of Penn's
Division of Public Safety, is investigating a sexual assault reported to have
occurred on November 12, 2007, inside an off-campus apartment on the 4000 Block
of Spruce Street. The woman is a Penn affiliate and is receiving Penn support
services through the Division of Public Safety's Special Services Department.</p>

<p>The Division of Public Safety, in conjunction with the Philadelphia Police
Department and the University City District Safety Ambassadors' program, has
increased police, security and CCTV virtual patrols in the area of the
assault. All community members are reminded to lock residential doors, use
Walking or Riding Escort Services, and to report anything that appears out of
the norm to DPS' Emergency Center by using any of the over 200 Emergency Blue
Light Phones or by calling the off-campus emergency number 215-573-3333. From
any on campus building you can also reach the PennComm center by calling 511.</p>

<p>Anyone having additional information, or who needs resource services, should

<p>About an hour ago my roommate had a little incident that I thought you
should all be aware of, since Public Safety sucks.</p>

<p>Jackie was on her way home from rehearsal and an Allied guard on 38th
and Chestnut offered to walk her home. She figured she might has well
have someone walk her since there have been a lot of robberies and
such and our neighborhood lately. When she got to the door of our
house she thanked him for walking her and went to get her keys. He
said, "Miss..." and she turned around and he was holding his ***** out
at her.</p>

<p>Yea, a SECURITY guard.</p>

<p>We reported the incident and the security office then informed us that
some of their uniforms are "missing," so it might not actually be a
security guard. Lovely. </p>

<p>I don't think so - I'm sure there are plenty of schools in low crime areas (outside of big cities with large minority populations) where there are no stranger rapes for decades on end (in recent years we've done a great disservice to the language by calling any hookup where the girl has regrets the next day "rape" or "sexual assault" but what happened last night was honest to goodness genuine rape, or according to the new terminology now that "rape" has been devalued, "stranger rape".) Rush says in the DP that there have been 3 stranger rapes at Penn (that she can remember) in the last 14 years, but I'm betting that she has a lousy memory and there have been more.</p>

<p>That's not true. Rape is rape, regardless of your definition of rape and whether the person knew the assailant or not, and it is extremely common on college campuses, both urban and rural. The only difference between one rape and another is the severity of the violence used to subdue the victim.</p>

<p>And fellas, if you have some hard statistics you can cite to back up your claims that there have been more than 3 "stranger" rapes of members of the Penn community over the past 14 years, how about citing them? If not, then how about refraining from making sensationalistic claims in a public forum based on your unsubstantiated impressions.</p>

<p>So now we are in Alice-in-Wonderland - land where words are what we make them to be. They just went thru this in Delaware where they were teaching kids in some kind of dorm indoctrination program that "all white people are racists" until someone put a stop to the nonsense. There are likewise some feminists that believe that "all men are rapists" - because of the structure of our society which is dominated by white men, true consent on the part of women is not possible, blah, blah, blah. The problem with defining deviancy down in this way is that if everyone is guilty, then no-one is guilty - the man who climbs in thru the window and pulls a knife on a woman is the same as the male half of a couple who have had too much to drink at the frat party. In reality those are two vastly different things, regardless of how your mind has been muddled by gender "theory".</p>

<p>As the Ivygate comments point out, there were two distinct events - the very unfortunate and very real rape on 40th St. and a totally unrelated story about the security guard (which may or may not even be true - the story has that "friend of a friend" quality of urban legends). The rape story is unfortunately quite real and there should be no confusion about that, only fear and anger at what is going on in our city.</p>

<p>Last night, I was deeply disturbed, as many of you were, to receive the university-wide e-mail from the Division of Public Safety regarding the Monday morning stranger-rape that occurred on the 4000 block of Spruce
Street. Shortly thereafter, I was taken aback by another widely-circulated
e-mail that depicted an account of an Allied Barton security guard/walking escort who walked a female undergraduate student home and later exposed himself to her.</p>

<p>After a productive meeting this afternoon attended by Maureen Rush, Vice President of the Division of Public Safety, other DPS officials, Allied Barton representatives, and Penn students, the Undergraduate Assembly (UA) wants to make certain that the record is set straight and that <em>we indeed remain a safe and secure community</em> at Penn.</p>

<p>The findings from this meeting give me <em>complete confidence</em> that the <em>issues are being addressed properly</em> and that <em>there is no reason to distrust Penn's men and women in uniform</em>.</p>

<p><em>Here are the facts</em>:</p>

<p><em>4000 Block of Spruce Incident</em>:

was the 3rd incident of stranger rape that has occurred at Penn since

-they are highly unusual but naturally have a deep impact on the psyche of those within our community</p>

<p><em>What should we do now?:</em></p>

<p><em>-</em>Make sure you LOCK YOUR DOORS!</p>

<p>-There is currently an increased overt and covert patrolling by law enforcement (Penn Police and Philadelphia Police) in Penn's vicinity.</p>

<p>-If you wish to seek counseling or have any concerns, please call DPS Special Services at 215-898-6600, as they are on-call 24/7.</p>

<p>-Report any suspicious activity to DPS and Penn Police at 215-573-3333.</p>

<p><em>Security Guard Incident:</em>
<em>The facts</em>:</p>

<p>-A Penn student was offered to be escorted by an Allied Barton security officer, which is normal procedure if an escort sees someone walking home alone and is not currently on a call.</p>

<p>-The Allied Barton security officer, who has worked at Penn for nine months with no prior criminal background, exposed himself.</p>

<p>-He was quickly identified after the incident was reported and was taken into custody.</p>

<p>-He is no longer employed by Allied Barton.
- NO UNIFORMS HAVE BEEN STOLEN. Any reports of stolen uniforms are false.</p>

<p><em>What's being done to address this situation as of tonight?</em> -All security guards/escorts will have photo IDs on them that they will be wearing visibly around their neck or on their jackets.</p>

<p>-All security guards/escorts will have courtesy cards to give to you,
stating their name, and what to do to give feedback. (Additionally, you
can cross-reference their courtesy card to their ID.)</p>

<p>-All security guards/escorts will introduce themselves, present their ID, and provide you with a courtesy card.</p>

<p>As someone who is deeply troubled by these incidents, after being presented with the facts and follow-up, I feel absolutely confident in my safety and security on campus. I believe that with our increased vigilance and the efforts made by the Division of Public Safety and the folks at Allied Barton, we are taking steps towards a restored faith in the safety and security of Penn's campus.</p>

<p>My thoughts are with the victims of the egregious acts of crime that occurred within our community, and we must show resolve by demonstrating that it will take more than highly unusual crimes perpetrated within a 24-hour period to break the spirit of the Penn community.</p>
