Can someone tell me if there are exceptions to the no car policy for on-campus students?

Appeal Process - Residence Hall Students Requesting Campus Parking Permits
A residence hall student with extenuating circumstances may submit a written appeal to request an exception to the campus parking policy. Generally, appeals will not be granted for reasons that include: the distance one lives from home, work/class obligations, vehicle ownership, and social activities.
2017-2018 Appeal Process:
The appeal process is managed by the Transportation Services Office. Instructions for submitting an appeal will be available on the TAPS website after June 1st, 2017. If an appeal is granted, students may park their vehicle in the assigned remote parking area, and will not have full campus parking privileges.
I was trying to find out the possible valid reasons for exceptions…I am sure this appeal process won’t tell us so I am trying to get any experience from students who successfully did it.
