Yes, I believe so. Your guidance counselor has specific items that he/she has to send for your common application, one of them being your transcript. He/she will also have to send a midyear report, then after you select and enroll in a college, he/she will need to send a final transcript.
It depends. The GC report may be more general and does not include the course list but just FPA, course rigor and class rank. You usually need to file the transcript separately or the admission office may not file it properly.
