ON or BY the 15th???

<p>when do us EA applicants find out? many people are saying ON the 15th the decisions will be sent out but many other people are saying BY the 15th we will have our decision..its amazing how much a diff. these two little letters make but there you have it and i would like to know if i need to be frozen to my mailbox tomorrow or not...</p>
