Because the American Indian rodeo includes games and exhibitions developed (A. as early as) the seventeenth century, (B. they predate) (C. by) a few hundred years (D. the form) of rodeo now seen on television. (E. No error)

I get why B is wrong, cuz it has to be (it predates), right?
But what confuses me is choice A- shouldn't it be (as early as in) because for a time period u need a (in)?

Or am i just wrong?

Yes, you are just wrong. No “in” needed!

A. Is perfectly correct. “In” would be completely unnecessary and incorrect.
B. “They” is incorrect as you said. Subject is American Indian rodeo (singular), so replace “they” with “it”.
