Online Teacher Evaluation HUGE PROBLEM, NEED SOME SERIOUS HELP

I'm submitting my application online and I would like my teacher evaluations to be online too. They have consented to do this online.
But the problem is when I go to School Forms, I don't get any "Invite..." options at all. I get a table with three columns for School Forms, Completed by, and Form Link (if I click on them I get the printable versions of the Secondary School Report, Teacher Evaluation 1, 2 etc forms).

I'm registered as a first year applicant. Also, when I click on Instructions for the School Forms section, I get this message:

Make sure your secondary school counselor includes your high secondary profile and official transcript with their completed Secondary School Report. <<<<<<<<<<

It says our school uses College Planner, a tool from Naviance. But where do I go from there? What may be causing this? Why isn't the "Invite" option coming up for me like it does for others? What can I do ...?

Help pleeease. I have no idea what the problem is. Did I have to have sent my application to the college first for this to work or something? Do I have to have an account on Naviance and change a setting from the inside...? :((

Don’t panic! Ahh! that’s the worst thing you can do, but that sounds very similar to what happened to me.

What you should do is ask someone at school how to access Naviance because that would be step number one. Step number two would be to talk to your counselor about how to work it because there are a few steps in order to add colleges and give Common App consent, etc etc. Also, then discuss with your teachers and make sure they can access Naviance to input their Letters of Rec and Common App Teacher Evaluation. That’s all you have to do!

Technological can be our enemy, but that’s what you have to do. Good Luck!
