https://www.calstate.edu/attend/impaction-at-the-csu/Documents/ImpactedProgramsMatrix.pdf (page 2) now indicates that only 7 CSU campuses are campus-impacted: Fullerton, Long Beach, Los Angeles, Pomona, San Diego, San Jose, and San Luis Obispo. However, non-impacted campuses may have some impacted majors (nursing or pre-nursing is typically impacted) (see page 1 and page 2 of the linked web page).
This seems to be a change from the previous decade, when most of the CSU campuses were impacted, and the selection of CSU campuses that were not impacted was a small subset of the total.
It does mean that someone looking for a CSU as an assured admission safety at the CSU minimum admission requirements is more likely to be able to find one that is not impacted at the campus level and not impacted for the desired major, unless looking to major in nursing. An impacted campus or an impacted major means that admission is competitive based on whatever admission index formula the campus calculates (typically mostly based on CSU-recalculated GPA for frosh; typically prior college GPA for transfers).
Of the impacted campuses, Pomona and San Jose do post prior year admission thresholds on their web sites, but the others do not, so estimating chances is easier to do for Pomona and San Jose than the others.
