<p>my guess is that they'll ask you to choose a school to apply if you can only apply to one (I'm not familiar with penn's app)</p>
<p>Fisher M&T will let you apply after your first year, because it can be designed as a 5-year program.</p>
<p>External transfers cannot apply to the M&T program or the Huntsman program.</p>
