i am thinking of applying to UT-Austin during senior year. Last year I was 4%-5% class rank but i am predicting my act scores and sat scores will be average during my senior year.

Can I make it into UT-Austin with these credentials:
OOS student
top 4%-5% class rank out of about 600
average act score of 21-25
average sat score of 1500-1600
good essay/resume (reviewed by teachers and counselors)
EC: 12 years of Saturday/church school and some voluntary work for senior year

these aren't my actual grades just an estimation of what i expect to get during my senior year. Is this good enough to be accepted into UT-Austin as an OOS? If not, what do i need to work on such as my act & sat score?

If you are in the top 4-5% here in Texas, then you are an automatic admit. Not necessary to the school that you want but to the UT.
If you are from out of state, I agree with the other poster and suggest you work on your SAT/ACT.
UT says that they take a holistic view and 50% of their evaluation is academic and 50% personal. Academic issues are rank, testing, and difficulty of high school work. If you took the most challenging classes available and aren’t a great test taker, there will be some indication. Make sure your essays are good (and written by you in a teen’s voice), have a substantial resume, and a letter of reference or two that talk about what you are really known for, what you are passionate about.
Good Luck!
UT is amazing for those that it fits well.
