OOS admissions: Bubble Chart

Folks, My S will apply to PSU next year as an out of state student. I am familiar with the bubble chart and he would be admitted if the generic chart were the final word (31 ACT, 1870 SAT, 3.8/4.3 gpa). I know it is not.

However, for whatever the chart is worth, I didn't know if it holds the same weight for oos applicants as it does for in-state applicants. Is it harder for OOS students? Easier?

Is the chart school wide, or would the admissions numbers be more competitive for the Engineering School or Business School? I worry that the chart numbers may be much higher for an OOS white male applying for engineering - not exactly a URM in that field.

“Admission requirements for out-of-state students are the same as those for in-state students.”

The Colleges of Engineering and Business are more competitive. (Even SAT verbal scores are higher for engineering than Liberal Arts.)
