So the information regarding OOS merit scholarships seems to say that all OOS applicants with at least 1250/28 will receive $7500 a year or up to $15000. Is this correct? Is the $7500 automatic? And if anyone has received more - would you mind sharing stats?

I believe you must also be ranked in the top 10% of your class, along with the 1250/28 score.
You must also apply before the priority deadline.
DS will be an OOS applicant for fall 2016. He has 31 ACT and 1360 (CR+M) SAT scores, and is retaking the ACT ON Saturday. He received his class rank recalculated as of the end of junior year today, and his weighted rank is #51/496. Any thoughts on how this might affect his OOS scholarship opportunities? the net price calculator indicates he will likely be eligible for some award, but only allows me to select bands of <10% or 10-20%. He is so close to the top 10%.
When we visited last year they were pretty specific about top 10% being a cutoff. The estimator was accurate in the fall not during the summer. It appears that last year they changed things a little later in the summer. When we checked in August we got one scholarship amount and then we checked in October it was different. I emailed them and they said they changed the amounts.
DD got exactly what the estimator said in October which was $2500 less than the August amount.
