Are there any public schools that offer good financial aid for OOS students other than merit scholarships?

DD had her OOS waived at UWash. I assumed it was because we are in NY. We considered the waiver to be some sort of aid, since it doubled the cost of attendance.

Since you're from California, you should check out the Western Undergradate Exchange program:

And the University of Virginia meets 100% aid even for OOsers.

I've heard of U-Md and U of Indiana (Bloomington) giving good aid to OOS students.

I looked up tutition fees room and board at several state colleges; hopefully the websites were accurate since fees can be deceiving (apparently it is very hard to raise tuition in legislature so fees get raised instead). Our state (New York)'s state college costs seems to be a LOT less than other states for oos costs; low $20,000s; UConn is about $33,000 for oos. Truman State in Missouri, which has a good rep, is also very low for oos although the flagship, Mizzou, is about $30,000.

Minnesota's another state that's lowering OOS tuition-- I think one of the Minnesota State campuses, Bemidji State, is the same whether you're instate or out.

The University of Toledo offerred my S a reduced tuition because they wanted more OOS students. They called it merit aid, but it really wasn't.
