<p>Yes, it is harder because UC’s give top priority to CA community college students. Then comes high school students, other UC transfers, and lastly OOS students.</p>
<p>letitbesung - is right. It is much harder to transfer to the UC’s since priority is given to California residents. California Community College students are given the highest priority in transferring then it is the CSU’s and UC’s. On average at least 50 transfer applicants from OOS actually are accepted to UCB and 80 are accepted to UCLA (according to both stats homepage websites of admitted).</p>
<p>It definantly is possible to transfer but it is very difficult and is a selective process.</p>
