Do admissions officers want applicants to submit the optional letters by teachers or “other” (coach, arts teacher…)
I literally have no clue if I should or not.

if they can convey a side of you that does not come out in the standard letters, then yes, it is a good idea. If they are just another version of those letters without adding anything new then it is not going to help much.
In fact in the latter case it may hurt a bit since the adcoms will ask themselves “this kid applying to our program read the instructions. She/he thought these letters added something extra or would not have bothered but we don’t see it. Hmmm…”
