Optional "Parent letter of recommendation"

Recently, my parents received a letter from the university asking for a letter of recommendation. In part, it says:

"I know that no one knows your son as well as you do... There are personal struggles and accomplishments that students won't reveal about themselves, and many things even the most dedicated teachers can't know. For that reason, I invite you to compose a letter sharing any information you feel relevant regarding your son’s particular strengths and suitability for admission to the University of Richmond... This is an optional letter...”

I'm applying EDII and the funny thing is that the date this letter is due is I think the same date decisions are mailed (Feb 15).
Has anyone else received such a letter?
Is this letter indicative of the admission’s office position on my application (ie on the fence etc)?

Last year someone posted this same question and I believe the answer was that all parents receive this letter.

Kellie is right…last year all parents were given the opportunity to write. Nice touch from the President of the University!
