Optional route going to IIt, Madison or Urbana then Georgia tech

So i've been thinking and my definite safety school is IIt. I definitely know i can get in but i think i saw somewhere that it somehow costs more to go there then U of I. Madison is a good school but it costs more because of OOS. Urbana is great for Mechanical engineering but i don't know if they have biomedical engineering because all i saw was bioengineering. Can someone tell me if going into bioengineering at undergrad would be a bad idea for later biomedical at Grad school in georgia tech? I want to go to georgia because its really good at biomed and mechanical and has a good ratio for those. I think i would be okay with going to Northwestern because its in state and it has another well balanced engineering program for biomed and mechanical. Now if i end up at IIt for undergrad, what course route should i take? Go there for a year and then transfer to U of I or Madison, two years and transfer, stay there for all of undergrad and apply to the other schools for grad? I dont really want to do the last option because it wont prepare me for georgia tech as much as U of I or madison which have harder but more in depth classes. Also apply the scenario to if I got into U of I or Madison. If i got into Madison then i would try to get into U of I because its cheaper and has a better Mechanical engineering program but im not sure if it has a good Biomedical or again even it has one. Please help me on my possible college routes.
