Can someone tell me what this exactly is? I'm filling out the college's financial forms but they want me to attach a certified bank letter with the financial form. What is a certified bank letter? And do I need to translate this letter/document into English? How exactly does the college want to see this?

You don't give enough information for us to help you. What exactly does the application say? Anyway:

Usually colleges want a certified letter stating that you have enough funds to support yourself during the first year. The application should say which exact amount that is. Yes, either the bank has to write you a letter (in English or you translate it into English) stating that you have the money, or you get some other kind of proof (bank statement with signature, etc).

How exactly the college wants to see it, entirely depends on the college. If you want to be sure, simply ask them.

IIRC, my dad went to his bank and got a letter from them stating that they are confident he is capable of paying X amount for four years, where X is the amount he has to pay after financial aid is accounted for.
