Originally accepted---easier or harder to transfer

Let's say you're accepted at a state school and decline the offer for a private school. If you should subsequently decide to apply as a transfer to the state school, is it easier to get in because you were accepted once, or harder, because you turned them down previously?

It generally shouldn’t have an impact on your decision. The adcoms are not going to look at the app and throw it away just because you denied their offer of admission. You’ve been accepted once, so they must of thought you had the qualities to attend their school. Just make sure you emphasize the reasons on why transferring and make them specific to the school. You can even add a paragraph or two detailing that you made a mistake and should of chose STATE university because of x and y reason.
