Out of State Applicants

Is it more difficult for an out-of-state (OOS) student to get into UCSD? Assuming that an OOS student has similar grades to an in-state student, would he or she be on equal footing in the admission process. I am aware that OOS students pay higher tuition.

The acceptance rate is higher for OOS applicants (last year 51%) since there are less applicants in the OOS pool and the yield is low due to the high costs. On average, the stats are similar to in-state applicants and sometimes even higher.
