Out-of-State Application Procedure

<p>i'm an out-of-state applicant to UVA and i'm a little confused about the directions on the common application supplement. do i/my parent need to complete sections A, B, or C under "Application For Virginia In-State Educational Privileges?" i'm not applying for financial aid. </p>
