Out-of-state financial aid

So UMD is a big possibility for me, but I'm worried about how much aid I'll get. Living out-of-state, the cost adds up to about $40,000 a year, and I didn't get the Banneker/Key Scholarship. Also, I look online and the average award is something like $11,000... with which I definitely could not go to this school.
I don't know how the numbers work for out-of-state vs in-state though, so maybe that award is deflated due to the in-state kids needing less money? I don't know. Regardless, if any out-of-state kids could tell me how well UMD met their aid, it'd be greatly appreciated!

Sorry to be the bearer of bad news, but UMD is notoriously bad for financial aid, especially for out of state students (who don’t qualify for some of the MD-only merit and financial aid). Even if your EFC is 0 from FAFSA, the financial aid from UMD will be considerably short of the cost of attending, even if you consider loans, etc.

For Merit aid, the Presidential Scholarship is the highest you can get (after B/K), and I believe the max is now $12K (which is not guaranteed by any means). (Merit aid = scholarship based on your grades, financial aid = need-based aid from FAFSA).
